Managing Inspector
The Managing Inspector reports to a designated Senior Manager, Director, Senior Director or Vice President and is responsible for providing guidance and technical advice regarding the conduct of controlled and semi-controlled inspections at project sites; and/or handling complex engineering and architectural quality assurance analyzes for construction sites.
Duties and Responsibilities:
* Recommends and develops policies and procedures relating to the inspection and quality assurance aspects of civil, electrical, heating (ventilation and air conditioning), plumbing, and drainage works for school construction
* Establish unit goals, develop processes to measure unite performance and track unit performance against criteria
* Determines the tasks/standards and evaluates the performance of inspectional staff, under the Managing Inspector's purview
* May develop and coordinate the efforts of staff to create, operate and supervise a record keeping system to record and track controlled and semi-controlled inspections; and establishes a methodology for updating Project Officers on contractual inspectionrequirements
* May oversee quality assurance and other inspection teams that conduct site visits to prepare overview of projects at various stages of development and provide assurance that work complies with contract documents and their referenced standards, buildingcodes and industry practices
* Develops and conducts training in contractor quality control and appropriate inspection techniques of designated staff; and participates in determining the standards and tasks necessary to evaluate the performance of inspectional staff
* Participates in establishing criteria for the selection of private inspection firms and monitors their performance; reviews initial submissions of contractors' and Project Officers' quality assurance plans and makes recommendations on revisions to the project officers; and makes recommendations for payment of invoices.
* May formulate revisions of Project Management/Operations procedures based on input from appropriate Authority personnel, for review and approval; and may recommend new policies and procedures to increase efficiency and effectiveness
* Prioritize unit resources in order to address emergencies, anticipated work load, and implementation of executive initiatives
* Review and approve employee time sheets, motor vehicle logs, annual leave request and other requests as needed
* Ability to utilize personnel, time and fiscal management skills, and control unit resources (i.e. Overtime)
* May assist in formulating a handbook/manual for use by assigned staff in a designated department/division; and may assist in creating and generating executive level information reports
* May evaluate and revise forms and reports currently edited or prepared by staff in order to simplify and streamline documentation and reporting processes
* Plans, assigns, monitors and reviews the work assigned to all levels of inspectors in the various disciplines and makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline
* Performs related tasks
Minimum Qualifications:
* Baccalaureate degree from an accredited college or university;**and**
* Five years of full time progressively responsible construction experience and/or performing inspections in civil, electrical, heating (ventilation and air conditioning), plumbing and drainage; or quality assurance; three years in an administrative or supervisory capacity in one of the technical areas specified above;**or**
* A satisfactory combination of education and experience.
Weighted consideration will be given to those applicants who possess a valid NYS Professional Engineer or NYS Registered Architect license and at least 10 years of full time construction inspection experience or construction installation experience. Strong interpersonal communication skills desired. Flexibility and adaptability to meet deadlines, agency commitments and respond to emergencies including unforeseen occurrences.
